Try adding a custom touch by sewing a piece of a complimentary fabric to the bottom, or use a valence that runs across the top of the window to cheat the length a bit. If you decide to add extra fabric it's best not to try to make it match (it will be too difficult). A complimentary color that calls attention to itself will look much nicer.
Most drapes should skim the floor. It's the most common look and will suit modern and traditional spaces. Depending on the style of the room it might look nice if the drapes "puddle". This is where a certain amount of length is left to gather on the floor. Either way, it's always better to go longer than shorter.
